Changes on CVIII’s Board

 

Charlie Clark submitted his resignation from the Board effective the Board’s March meeting. Charlie is a likeable and capable guy. These qualities made him a good board member, and the rest of the board will miss him.  CVIII is a better place in which to live because of the contributions Charlie made to CVIII as a board member. CVIII is fortunate that Amanda Hunt has agreed to fill Mr. Clark’s seat on the board until CVIII’s 2010 annual meeting at which time CVIII’s unit owners will elect a fellow owner to the final year of Mr. Clark’s three-year term. Amanda is highly qualified. She has a PhD and considerable experience working in a committee environment. The Board is pleased to have Amanda as a colleague.

 

 

2010-2011 Parking Stickers

 

2010-2011 permit stickers for CVIII’s parking lot for are now available. You may pick up your sticker at the management office at 1903 Key Blvd between 8:30 a.m. and 5:00 p.m., Monday through Friday. Each unit is entitled to one sticker. Please complete the application form left at your unit’s front door, and bring it, along with your vehicle’s state registration form and your operator’s permit, when you come to pick up your 2010-2011 sticker. Tenants must bring a copy of their lease. 2009 stickers will expire at midnight on 31 May 2011. Cars with expired stickers will be towed. Please make sure that you get a new sticker!

 

Meter Stacks

 

CVIII will begin a five-to-six year program to replace meter stacks this summer. Every building in CVIII has a meter stack. They are metal boxes mounted on exterior walls that contain the electric meters and main unit circuit breakers for units and common element electrical systems in each building. The board had Summit Engineers inspect all of CVIII’s meter stacks and make recommendations for their repair and replacement. Based on Summit’s findings, Mr. Freedman has recommended that the stacks serving 1728, 1800 and 1804 Queens Lane and 1735 N. Rhodes St. be done this year.  The board hopes to have this work completed before the weather turns hot. Electricity to units in these buildings will have to be shut off for about eight hours to do this project. Residents of these buildings will receive advance notice of when this project will be scheduled.

 

 Masonry Renovations and the Garage Roof

 

Masonry renovations will continue this spring and summer. The board asked Steve Turner of the consulting engineering firm, Thomas Downey, Ltd., to prioritize masonry renovations. Mr. Turner has recommended that the Rhodes Street pedestrian bridge and the garage walls be renovated this year and Buildings One and Three be done in during the next three years.  Mr. Turner also recommended that the garage roof be replaced this year. The Board decided to follow Mr. Turner’s recommendations and it plans to award a contract for the bridge and garage walls and roof at its April meeting. Work will be scheduled begin after exterior painting has been completed. This work is noisy and dirty, but it is very important because it will maintain the structural integrity of CVIII’s buildings and prevent water infiltration through their exterior walls. The Board thanks residents for their continuing patience with this work.

 

Exterior Painting

 

Exterior entry doors, siding on gabled roofs, soffits and trim, window sills and lintels will be painted this spring. Replacing missing caulking and caulking over damaged caulking on doors and windows and repairing damaged gutters will also be part of this project.

 

Carpet and Window Cleaning

 

 A contract to clean and scotch-guard common hallway carpeting has been awarded. If work on this project isn’t in progress now, it will start soon.  Cleaning the outsides of windows will be done later this summer after masonry renovations are completed.

 

Landscaping Improvements

 

Landscaping improvements for 2010 include the installation of new and replacement trees and shrubs. Spring and fall annuals will be planted. More work will be done to correct soil erosion problems on the north and west sides of Building Four. As usual, lawn renovations will be done in the fall. There will a daffodil bulb planting party this fall. Lots of daffodil bulbs!! If you are willing to help, look for a call for volunteers.

 

Transients and the Homeless Overnighting In CVIII

 

CVIII has long had problems with transients and the homeless spending the night drinking under the Rhodes Street pedestrian bridge or setting up camp somewhere in our woodlands. Board members, residents, property managers and Stan Kiman have all made calls to the police to have them removed. The police have been responsive, but these fellows keep showing up. The police can’t be here all the time, so residents should always be alert. If you see these individuals on our property, call the police. You do not have to file a complaint or go to court.  CVIII has signed an agreement with the APD that allows them to represent CVIII in court.

 

 

Please Keep Your Dog Leashed in Common Areas

 

CVIII’s By-Laws require that dogs be leashed or carried in arms at all times when present in common areas of CVIII. Some CVIII residents are uncomfortable with dogs off leash in common areas of CVIII. The boards asks that dog owners respect the concerns of other residents of CVIII and they abide by CVIII’s By-Laws and keep their dogs leashed regardless of the time of day and no matter how unusual the circumstances may be, even in the middle of a blizzard.

 

Arlington County to Install a new Water Line under Rhodes Street

 

Arlington County has informed Colonial Village that it plans to install a 12-inch water line under Rhodes Street between Wilson Blvd. and Lee Hwy. This pipe will replace the current 6-inch line, which is leaking. Work on this project is expected to begin this summer. This project will affect parking on Rhodes St. Notices will posted on bulletin announcing when this work will begin and where residents may be able find alternatives for overnight parking.

 

A Stop Sign at Key Boulevard and Rhodes Street

 

The intersection of Rhodes St and Key Blvd. is dangerous because of its topography and the angle at which the streets converge. The board has asked Arlington County to install stop signs to control north and south bound traffic on Rhodes St. at this intersection. Mr. Freedman has had a meeting with county staff on this issue, and prospects for these stop signs look good.

 

Handicap Parking Spaces on Rhodes Street

 

Many residents have mentioned to the board that the two handicap parking spaces on Rhodes St. just north of the entrance to CVIII’s parking frequently go unused. Mr. Freedman has informed the board that if CVIII can demonstrate that the person for whom these spaces were designated to use no longer lived in Colonial Village, then Arlington County will remove the handicapped-only restriction. Members of the board said this individual is no longer a resident of CVIII. The board asked and Mr. Freedman agreed to use this information to ask the county to remove the handicapped-only restriction on these two spaces.   

 

1900 Wilson Boulevard

 

The real estate development firm ZOM has applied for a site plan to redevelop the site currently occupied by Hollywood Video and the office building at 1916 Wilson Blvd. ZOM is currently proposing a five-story residential building with 189 apartments and 16,956sf of ground floor retail space. The design of the Wilson Blvd. side of 1900 Wilson will complement Colonial Village’s architecture. There are 189 parking spaces for residential use and 43 parking spaces for retail use. Residential parking will be unbundled. This means that residents will sign separate leases for their apartments and parking spaces. Colonial Village has asked the developer to fully utilize parking spaces. Retail spaces would be available after 10 p.m. for a fee to the public for overnight parking ob If residential spaces go unleased, then they would be available for guests of residents or the residents of nearby neighborhoods.

 

This Winter’s Snow Storms

 

CVIII came through this winter’s snow storms fairly well. Four units suffered water damage because ice blocked scuppers and downspouts. Another unit had a ceiling leak because a fallen tree limb punctured the roof above it. Repairs to these units have been completed. Some gutters and downspouts still have to be repaired. Several of our magnolias lost limbs, but all survived. Renovational pruning will improve their appearance. Some shrubbery will have to be replaced. We all thank Stan Kiman for the long hours he worked during the two February storms. Stan slept in his shop instead of going home during these storms. The men from McFall and Berry also deserve our thanks.  Many of them had been working more than twenty-fours straight before they got to CVIII after the second February storm. A number of residents also deserve our thanks.  Stan was away on family business during the December storm, and Neil Leblanc, Dave Schmidt, Kevin Haley and Eric Nicoll work so hard filling in for him that we scarcely needed any help from McFall & Berry dealing with that storm. Donna Lee outworked all the guys clearing sidewalks after the second February storm. The community thanks everyone else who helped out during and after these storms.

 

Credit Card Option Now Available to Pay Assessments

 

Community Association Banc, the firm Legum & Norman recently began using to process our condo fees, will now accept credit cards pay to assessments. This is in addition to direct debiting, coupons, and on-line bank and bill payer services. You can go to www.legumnorman.com for additional information on any of these options. You can also download the appropriate forms to set up direct debiting at www.legumnorman.com. You can also contact the management office at 703-525-5557 for assistance.
